Feds: Philly Man Convicted Of Raping Child, Charged For Hiding Crime To Obtain U.S Citizenship A Philadelphia man who was convicted of raping a child for eight years was indicted for concealing that crime to obtain U.S citizenship, federal authorities said. Approximately 14 months after he was granted U.S citizenship, Sumo Dukulah, 47, was arrested for raping a child, beginning when she was eight years old in 2004 and continuing until March 2013 when she was 16 years old, according to Acting United States Attorney Jennifer Arbittier Williams.
