Panhandler Charged Again Outside Hackettstown Lowe's

For at least the third time this year, a man has been charged with panhandling in Hackettstown, authorities said.

On Saturday, March 18, at approximately 4:30 p.m., Hackettstown police responded to Lowe's Home Improvement, 217 Mountain Ave, for a report of man knocking on car windows asking people for money and asking pedestrians for money, police said.

An officer observed Frank Vizthum, 53, of Hackettstown knocking on a car window.

Vizthum was charged with disorderly conduct and released pending a court appearance, police said.

On Jan. 16, Vizthum was charged for walking in traffic and allegedly knocking on car windows and on Feb. 26 he was charged after allegedly panhandling outside the same Lowe’s Home Improvement store.

Vizthem also was arrested on Feb. 20 on a municipal court criminal warrant, police said previously.
