Norwalk Man High On Drugs Attempts To Kidnap Child From Car, Police Say A Fairfield County man who police say was high on drugs was captured after allegedly attempting to take a child out of a car and from a woman. The incident occurred in Norwalk around 5:30 p.m. on Sunday, Aug. 6 in front of a home on Bouton Street. Norwalk Police patrol officers responded to a report of a man who tried to take a child out of a vehicle. The woman told police that once she unbuckled the child’s seatbelt in the rear of the vehicle, an unknown man reached into the vehicle and began to remove the child from the car, said Lt.
