The Metropolitan Police Department announced on Tuesday afternoon that 51-year-old Northeast DC resident Angelo Clinscale has been charged with kidnapping after he stole a vehicle with a 2-year-old in the car in August. The Chevrolet Silverado driver had lost consciousness when he struck the westbound bicyclist — identified as 70 year-old Michael Hawkins Randall — on Nannie Helen Burroughs Avenue around 5:40 p.m. Saturday, July 2, Metro police said.
