Ruth Brumbach Admits To Arson At Public Works, Police Say A 70-year-old with a criminal record was caught near the scene of a literal dumpster fire at Ephrata Borough Public Works on Friday, the police announced Monday, Feb. 12.  Ruth Brumbach was seen walking while intoxicated into traffic on Church Avenue in front of the Public Works building within an hour after the fire was discovered at 10:47 a.m. The smoke and flames were spotted coming from a dumpster behind the Ephrata Borough Public Works building located at 300 Church Avenue, Ephrata Borough on Feb. 10, according to the area police.  Brumbach was identified by "prior poli…
