Putnam Police Merger Study Awaits Funding Approval PUTNAM, N.Y. – Funding for a feasibility study into the possibility of a countywide police merger is still up in the air, the Putnam Examiner reported. The town of Carmel applied for a state grant to cover the costs back in March.
