Cole, 44, and Shakiera Armstrong, 31, of Phillipsburg, were charged with possession with intent to distribute methamphetamine, cocaine, heroin, and marijuana, as well as child endangerment and various weapons offenses, Warren County Prosecutor James L. Phillipsburg Man, 31, Found Dead In Stranger’s Backyard A 31-year-old Phillipsburg man was found dead in a stranger’s backyard over the weekend. Josiah A. Stenger-Turner’s body was found Sunday around 3:15 p.m. in the backyard of a house on the 100 block of Mercer Street, LehighValleyLive reports.
