A Virginia man is facing multiple charges after being accused of sexually abusing a prepubescent victim in his care repeatedly over the course of more than a year, according to police investigators. Irvin Francisco Garcia Portillo, 32, of Woodbridge, was arrested and charged with one count of rape and two counts of forcible sodomy for incidents in the Manassas area of Prince William County, officials announced on Wednesday, Oct. 19.
