Roscoe N. Roy, Jr. is facing charges of rape, aggravated indecent assault and strangulation, authorities in Lower Allen Township Police Department said. Roy became the center of the investigation in 2019, when the child reported the incidents to the UPMC Child Advocacy Center, Fox43 reports. Cumberland County Man Wanted For Raping, Choking 10-Year-Old 'Multiple Times': Police More than three years after a child reported being raped, choked, and abused, police have issued an arrest warrant for the man they believe is responsible.
