Steer Clear: Flooding Closes Roads Across Southeast Pennsylvania Nearly three inches of rain have fallen across southeastern Pennsylvania between Sunday and Monday mornings, Dec. 17 and 18, according to meteorologists at the National Weather Service.  The Mount Holly, New Jersey station reports that flood warnings and areal flood warnings are in effect for parts of Bucks, Chester, Delaware, Montgomery, Lehigh, and Philadelphia counties through late Monday night, though the rain is expected to "taper off" by midday.  We have a number of Flood Warnings and Flood Advisories in effect, and more are likely to come. PA Resident Bound, Gagged; NJ Man Sought By Police Police are looking for a 21-year-old New Jersey man who they say bound and gagged a Pennsylvania resident during a robbery last week. Officers were called to the 100 block of East Chestnut Street in West Chester around 6:15 p.m. on Nov. 30 on reports of an armed robbery, local police said in a Wednesday release. Patrick Wells, of Audubon, is accused of being one of three men who tied a man by his hands and feet and gagged him while stealing multiple items worth more than $5,000 from his apartment, according to West Chester police.
