At 9:24 p.m., state troopers responded to the Garden State Parkway North 143C ramp, Detective Jeffrey Lebron said.  An investigation revealed a vehicle was traveling northbound when the 16-year-old entered the roadway and was struck, suffering fatal injuries, Lebron said.
