Dump Truck Driver Charged In Route 23 Crash That Killed EMT, Mom
A dump truck driver has been charged with vehicular homicide months after a Route 23 crash killed a beloved local EMT and mother and seriously injured two others, authorities said.
Sebastian Zapata, 36, of Sussex, was arrested on Monday, Sept. 21, following an investigation into the June 18 crash at Route 23 and Mabie Street in Franklin Borough, police said.
Katherine "Kat" VanAllen, of Franklin, was killed in the three-vehicle crash involving a commercial dump truck. Her teenage daughter, who was riding with her, suffered serious injuries.
