Undercover Operation Leads To Bust Of Alleged Heroin Dealer In Carmel An investigation into an alleged Putnam County drug dealer led to the arrest of a 22-year-old Carmel man who was caught with heroin and other drugs during a bust. A Putnam County Sheriff’s deputy assigned to the Narcotics Enforcement Unit received information in September last year that Carmel resident Carlos Priego was involved in the sale of heroin and prescription narcotics in the Hudson Valley.
