Norwalk Man Charged With Stealing Power Tools NORWALK, Conn. -- A Norwalk man was arrested on four warrants in connection with a series of car and residential burglaries in the city, police said. Wilmer Arias, 37, was charged with third-degree burglary, third-degree larceny and conspiracy. He was held on $60,000 bond. The burglaries occurred in January and February, police said. Arias worked with two co-conspirators, Elvin Natalio Ramos-Telles and Alberto Silva-Garcia, who were arrested previously, according to police.
