A fugitive wanted in the Philadelphia area for more than five years was caught in Atlantic County, authorities said. Nyieem Ruff, 44, of Philadelphia, was arrested on Saturday, Mar. 23, the Brigantine Police Department said in a news release on Tuesday, Apr. 2.
