Police found the wounded victim near Rosa Parks Arts High School and the Federation Apartments high-rise off the corner of 12th Avenue and East 27th Street shortly before 3 p.m. Thursday. Investigators watched Monday as two men – one from Paterson, the other from Rockland – separately bought a combined 182 heroin folds at a house on East 27th Street, Public Safety Director Jerry Speziale said.
