Snow Emergency Plans In Effect For Maryland Snow emergency plans are in effect for much of Maryland due to the wintry weather Friday, according to Maryland State Police. The plans are in effect for Allegany, Baltimore, Calvert, Caroline, Carroll, Cecil, Charles, Dorchester, Frederick, Garrett, Harford, Howard, Kent, Queen Anne's, St. Mary's, Talbot and Washington counties.
