Ibn Muhammad Rosario Arrested For Groping Women On MD Trail An 18-year-old out on supervised release has been charged with committing at least four sexual offenses on four consecutive days involving women along a Montgomery County trail, police say. Clarksburg resident Ibn Muhammad Rosario has been arrested and charged with several sexual offenses that were reported between Monday, May 6 and Thursday, May 9 in the area of Snowden Farm Parkway and Little Seneca Parkway.
