New Development Emerges During Investigation Of Crash That Killed CT 16-Year-Old New developments have emerged during an investigation into a single-vehicle crash that killed a 16-year-old Connecticut teen that includes the theft of catalytic converters. ID Released For 16-Year-Old Killed In Crash On CT Highway Police have released the identity of a 16-year-old who was killed in a single-vehicle crash on a Connecticut highway. Ramon Quinones, of Hartford, was identified as the passenger who died in the crash on I-384 eastbound on Saturday, Feb. 19, according to Connecticut State Police.
