Sex Offender Charged in Norwalk Abduction, Rape

A woman was abducted from the Webster Street parking lot early Saturday and sexually assaulted, Norwalk police said. A suspect was apprehended and arrested a short while later.

William Daugard, 54, of 1 Paradiso St., Norwalk, was charged with sexual assault, assault and kidnapping. His bond was set at $500,000.

Police say the woman, who is in her 20s, was abducted at about 2:50 a.m. The assault occurred in her car at an undisclosed location. The woman gave police a description of her assailant. Not long afterward, officers spotted a man walking in the area who fit the bill. The victim positively identified Daugard, police say.

Daugard has an extensive criminal history dating to 1981. He was convicted and sentenced to 15 years in prison for kidnapping/sexual battery in Florida. In a 1990 arrest in Wallingford on charges of sexual assault and kidnapping, he was convicted and sentenced to 20 years in prison.

After a 2007 arrest in Norwalk on charges of failing to register as a sex offender, he was convicted and sentenced to 15 months in prison.

Daugard is listed on the State of Connecticut Sex Offender Registry.
