Quick-Thinking Officer Foils Would-Be Thieves in Fredericksburg: Police An officer trusted his instincts last week and caught three suspected thieves red-handed, authorities said.  Officer T. Norman had parked along Emancipation Highway across the street from Stratford Square Apartment Complex to complete some paperwork around 2 a.m., Fredericksburg police said. There were two Toyota Priuses parked side-by-side at the apartments. The city has seen a rash of catalytic converter thefts from that make of car, so Norman took note.
