John R. Raff, 42, of Perryville, MD, was arrested in Maryland in 2014 and extradited to Virginia for an ongoing NOVA-DC ICAC Task Force investigation, the Virginia State Police said. Tractor Trailer Bursts Into Flames On I-81 In Northern VA A tractor trailer burst into flames on Monday, Nov. 6 on Interstate 81, officials said. It happened around 7 a.m. on the northbound side near milepost 251, in Rockingham County, Virginia State Police said. The vehicle suffered a mechanical issue which caused the blaze. The driver of the tractor-trailer was not injured during the incident.  Both sides of the Interstate are closed for precaution.
