Teen Dead After Botched Carjacking Of Off-Duty Federal Security Officer In Northwest DC: Police A teenager is dead after attempting to carjack an off-duty federal security officer waiting to head to work in Washington DC over the weekend, police say. Southeast DC resident Vernard Toney, Jr., 13, has been identified by the Metropolitan Police Department as the person who was killed on Saturday night during a carjacking that went wrong for he and a second minor.
