Police ID Victim, Murder Suspect In Culpeper Hostage Situation (Update) Police have identified the victim and suspected killer in a Culpeper County hostage situation that began Tuesday, Sept. 6. Harrison L. Jackson, 47, of Barboursville, is believed to have killed Jolanda M.
