Justin Michael Lowe of the 100 block of Sunny Slope Lane in Penn Township, Manheim was found "in possession of the child pornography"  between Oct. 10, 2023, and Jan. 1, 2024, as the Northern Lancaster County Regional police stated in the release.

The pornography was found in a Dropbox uploaded by Lowe in an account with the user name, "Justin Elow," as stated in the affidavit of probable cause.

The majority of the videos and photos found were of children under the age of 10 years old, according to the police's statement in the court documents obtained by Daily Voice.

He told police he shared these images from a CD and what he found online between 2017-18 and did not delete them, adding that he is "not proud" that he ever stored these images in his account, the police noted in the affidavit.

The file size and number of images were not shared by the police because "the download was too large to open" on the police department's server and the DA's forensic unit was required to assist, according to the affidavit.

He was arraigned before Judge Torrey J. Landis at 1:15 p.m. on Wednesday, Feb. 28, according to his court docket. He has been released on $15,00 in surety bonds.  His preliminary hearing is as set before Landis at 9 a.m. on March 11.
