Black Woman Wanted For 'Ethnic Intimidation' Police In Central Pennsylvania Say A Black woman in central Pennsylvania was wanted on a warrant for "Ethnic Intimidation," police say.  Carlisle police obtained the warrant for Ayeisha C. Felton, 40, of Carlisle, around 2:30 p.m. on Wednesday, June 8, according to a release by the department.
