Head-On Collision Kills Mercersburg Solider, Chambersburg Man, State Police Say A head-on collision has killed two people and sent another to an area hospital, according to a release by Pennsylvania state police on Tuesday, Feb. 7. Richard E. Cowan, 69, of Chambersburg, drove his 2015 Ford Transit over the center turning lane in the 8100 block of US 30/Lincoln Way slamming head-on into a 2019 Hyundai Accent, driven Maura J.
