A taxicab passenger who was under the influence of PCP and not wearing a seatbelt turned out to be an ex-con fugitive from Pennsylvania, Haledon police said. The 82-year-old was found beaten to death in her Dark Hollow Road home in Pipersville on Jan. 25, 1968, according to state troopers.
