PA Man Charged In 1991 Cold Case Murder Of Bucks County Mom A 56-year-old Pennsylvania man is accused of killing a Bucks County mom of two who was found dead in Bristol Township three decades ago. Robert F. Atkins, of Falls Township, is charged with first and second-degree murder, robbery, and arson in the 1991 murder of 35-year-old Joy Hibbs, the Bucks County District Attorney's Office announced Wednesday, May 25.
