Kathy Hochul to declare a state of emergency in the region. The state of emergency, declared by Hochul on Friday, Sept. 29, covers all of the Long Island, New York City, and Mid-Hudson region and comes in the midst of a weather system with peak rainfall amounts of three inches per hour, according to Hochul's office. In Nassau County, the New York State Department of Transportation announced that there will be overnight closures of the northbound Meadowbrook State Parkway in the Town of Hempstead between Bay Parkway and Merrick Road (Exit M9).
