Woman Charged With Violating Order Of Protection In Westchester A 43-year-old man was arrested for allegedly violating a protective order among other charges by texting and calling the victim numerous times. Valentine Arvelo, of Tarrytown, was arrested around 5:50 p.m., Thursday, Oct. 17, after the victim went to Yorktown Police Headquarters to file a complaint, said the Yorktown Police.
