Dog Quarantined In Westchester After Biting Man Saving It From Car A dog has been put into a temporary quarantine after it got loose and bit a White Plains man on the hand while he was in Scarsdale. A man from White Plains reported to police shortly before 2 p.m. on Saturday, June 9, that he had been bitten by a small white dog that was running in the middle of Post Road near the Scarsdale Public Library. According to police, the man stated he was bitten by the dog while he and several other people were attempting to help the dog to keep it from being hit by a car.
