Construction Starts On New $51 Million Housing Development In Westchester Construction has begun on a new affordable housing complex in Northern Westchester with 82 energy-efficient apartments. City Development Commissioner Luiz Aragon was arrested and charged with second-degree harassment dating back to an incident on Friday, Oct. 25 in Trump Plaza, where he lives.
