Animal Cruelty: Long Island Man Charged For Neglecting Dog, SPCA Says A Long Island man has been charged after he allegedly severely neglected his 5-year-old dog. The Suffolk County SPCA announced on Monday, May 15 that Naheem A. Scafe, aged 31, of Amityville, was charged with one count of animal cruelty. SPCA officers allegedly responded to the Babylon Animal Shelter, where they saw Dollar, a 5-year-old bulldog.
