North White Plains Residents Stuck With Sales-Tax Quandry

ARMONK, N.Y. -- A common part of life in Westchester County is having a mailing address that does not match where you actually live. In one case, however, the difference can cost money.

Several North White Plains residents who have a White Plains mailing address are being charged a sales-tax rate as if they lived in the city of White Plains, North Castle Councilman Stephen D'Angelo said at a recent Town Board meeting.

D'Angelo said that several residents had this problem come up when purchasing autos. The councilman also noted a state location tool, which is available through its Department of Taxation and Finance, that will show designated tax rates by mailing address. In the case of North White Plains, D'Angelo noted that there is a whole street being counted as part of White Plains.

According to state records, the sales-tax percentage rate for North Castle residents is seven and three-eighths, while the figure is eight and three-eighths for White Plains residents.

D'Angelo, who is an accountant, said that he sent a letter to the state's Taxation Department seeking a change, with plans to follow up. The councilman also encouraged North White Plains who are encountering the problem to email him -- his town address is sdangelo@northcastleny.com - along with filing a refund form with the state.

Refund forms, D'Angelo added, must include receipt copies.
