Jasmin Allen, 24, was charged with aggravated assault, unlawful possession of a weapon and possession of a weapon for an unlawful purpose, Detective Andy White said on Friday. Police found the 24-year-old victim bleeding from her forehead around 7 p.m. Thursday at a housing complex on Aspen Place, White said.
