County police were trying to stop a stolen vehicle near the 1800 block of Belmont Avenue, but the driver refused and headed onto the outer loop of I-695 traveling in the wrong direction, according to county police. “Officers did not follow the stolen vehicle onto the highway,” said the BCPO. Windsor Mill resident Sha-Kim Akil Webley was previously identified by the Maryland AG’s Office as the person who was shot to death by police after he allegedly pointed a weapon toward officers pursuing him.
