Overturned Dump Truck Blocks I-95 Ramp On Friday Morning In Harford County Traffic was tied up in Northern Maryland on Friday afternoon when a dump truck overturned on Mountain Road at the ramp to southbound I-95. First responders in Harford County were called to the area in Clayton before noon on Friday, Sept. 15, temporarily blocking part of the ramp as crews were called to the scene. A Joppa-Magnolia Volunteer Fire Department spokesperson at the scene said that Harford County Department of Emergency Services personnel were also responding to pump the remaining diesel fuel out of the tank of the dump truck so it can be towed away safely.
