He was born in Ridgewood, to Dorothy (Czarnogursky) and the late Thomas C. Rocco; he was raised in Fair Lawn and resided there most of his life.  Rocco was a member of ARC of Bergen County for 20 years and the Boy Scouts of America Fair Lawn troop, which was the first handicapped troop in New Jersey. Miller was a supervisor of children with retarded mental development for the New York City Board of Education.
