Fisherman Faces Tampering With Evidence, Other Charges In Greenwich A fisherman from Westchester County is in police custody after turning himself in for allegedly dumping illegal fish and tampering with evidence in Fairfield County waters. New Rochelle resident Lawrence McLoughlin was stopped by the Greenwich Police Department Marine Unit on Oct. 17 in his 24-foot center counsel boat for a safety inspection due to rough waters.
