Carmel Stop Leads To Felony DWI Charge For 29-Year-Old Woman A 29-year-old Northern Westchester woman faces a felony DWI charge following a traffic stop in Putnam County. Putnam Sheriffs Deputy Kevin Osika recently observed a driver commit a traffic infraction on Route 6 in Carmel. Osika pulled the vehicle over and discovered that the driver, Jessica Santoro of Shrub Oak was intoxicated, said Capt. William McNamara. Due to a previous New York State DWI conviction in 2015, Santoro was charged with a felony DWI count, McNamara said.
