Teen Shot Dead In Loudoun County Mourned As 'Funny, Sweet' Support was on the rise for the family of an 18-year-old man fatally shot last week in Loudoun County. Alex Omar Cartagena Jr. was shot on the 21000 block of Stanford Square in Sterling around 10:30 p.m. Friday, Sept. 1, the Loudoun County Sheriff’s Office said. He was pronounced dead at the scene.
