DUI Driver Kills Guardsman Changing Tire, GF Seriously Injured On I-495 In Fairfax: Police A 30-year-old National Guardsman changing his tire on the shoulder of the Capital Beltway was struck and killed by a DUI driver and his girlfriend seriously injured over the weekend in Virginia, according to police and loved ones. Gregory B. Bruington, Jr., of Newport News, was in the shoulder of the westbound lanes at mile marker 175 in Fairfax, when he was struck by Carlos L.
