Daughter Kills Mom In DC Home: Police A Washington D.C. woman was arrested and charged for her mother's murder, police said. Police responded to the 1600 block of Webster Street at around 5:15 a.m. Tuesday, July 26, where they found Marilyn Payne, 69, dead after suffering apparent gunshot wounds, according to the Metropolitan Police Department.  After investigating the scene, law enforcement concluded this was a domestic incident, officials said.  Later that day, Payne's 30-year-old daughter, Anna, was arrested for second degree murder while armed, police reported.
