45 York County Prisoners File Suit Over 'Unjustified Terror' York County and several of its correctional officials are facing a class action suit by more than 45 current and former prisoners alleging a "toxic culture" of "excessive and unjustified terror," as first reported by the York Daily Record. Filed in the US District Court for the Middle District of Pennsylvania in Harrisburg on Dec. 13, the suit says that the county hired a “full-service High-Risk Corrections Special Operations Mitigation Unit” that fosters “a toxic culture where excessive and unjustified terror and violence is perpetrated with impunity."
