Man Charged For Masturbating In Public In Lancaster A man in Lancaster has been charged after he was seen masturbating in public over a three day period, say police. Christian Ventura-Torres, 43 of the 100 block of Locust Street of Lancaster, was arrested at 2 p.m. on April 14 after a business owner reported him to police. Through an investigation police learned that Ventura-Torres had been seen masturbating both over and under his clothing in the downtown Lancaster area since April 12.
