PA Man Repeatedly Abused GF's Son, Most Recently Attempted To Cut Genitals Off, DA Says A Pennsylvania man was arrested on accusations he repeatedly physically abused his girlfriend's five-year-old son, most recently trying to cut the boy's genitals off, authorities said. Steven J. Dougherty, 31, of Collingdale, was taken into custody on Tuesday, July 20, after an eight-month joint investigation by Montgomery County detectives and Lower Pottsgrove police, officials said.
