PA State Trooper Caught On Cam Kicking Driver In The Chest Authorities Say A Pennsylvania state trooper is accused of assaulting a motorist during an arrest earlier this year, state police say. Israel T. Moore "used his right leg to deliver two strikes to the upper torso of a motorist who led troopers on a vehicle pursuit on the evening of Feb. 13" according to a criminal complaint filed by internal affairs.
