Payden Sells Shot Dead By Officers, PA State Police Say A 34-year-old man has been identified after being fatally shot by an officer, the Pennsylvania State Police announced on Saturday. Payden Sells was shooting at the police when they returned fire killing him on Feb. 23, Trooper James Grothey detailed in a release.
