Children Locked In Bedroom With 'Deplorable Conditions,' Lancaster Couple Arrested, Say Police A Lancaster County couple has been charged after leaving their children locked alone in a bedroom with "deplorable conditions," say police. Alexis Marie Absher, 24, and Collin L. Decker, 27, both of Quarryville, were arrested after police were called to their apartment around 7:45 p.m. on Saturday. Police found three young children hanging out of a window calling for their parents when they arrived at the 500 block of West Fifth Street.
